It’s adj. (for sb.) + to do sth.做某事对某人来说是...的
Eg: It’s not easy for me to make friends.
I don’t really care if my friends are the same as me or different.
我确实不在乎我的朋友和我是否相同。
if 引导宾语从句，表示“是否”的意思。
 
Many young people look up to these basketball heroes and want to become like them.
解析：look up to 意为“仰慕；钦佩；向上看”。其中to是介词，其后常跟名词或代词，相当于admire.
